, it expired in 2004, the law in effect banned 20 different assault weapons manufactured in the u.s. also banned the manufacture of high-capacity magazines, the ones that hold more than ten bullets. there were plenty of loopholes, though, gun manufacturers could make minor modifications and then rename them, in a sense making them legal. also, there was no ban on the import of assault weapons from overseas. you see, the ban was only for american-made guns. any guns or high-capacity magazines manufactured before the ban could still be owned and used legally. when it comes to gun bans, the states have taken the lead. california went full speed ahead after a shooting in elementary school in stockton in 1989. they banned the manufacturer, transport, import, or sale of assault weapons, also now bans sales to felons and drug addicts and requires safety training, a ten-day waiting period and outlaws those high-capacity magazines that hold more than ten bullets. other states also limit who can own guns and guns that can be carried with or without a permit. how prevalent are they really? well, the

business correspondent for "u.s. news & world report." i want to ask you about the tax increase if there is no deal and tax rates rise, when would workers begin to see that reflekr reflected in their paychecks? when does the pain start? >> this is not one tax hike. this is about nine different sets of taxes. and the one that would go up right away is the payroll tax. that was cut temporarily in 2 009, cut by two percentage points and will go back up by two percentage points and that would come out of workers' paychecks right off the bat. it would add up to something like $60, $70 a month for the typical worker. we hear about all the tax rates that are going up, that actually wouldn't involve money that is in people's pockets until they actually pay their taxes or do their tax returns the following year. because that's when they would have to calculate the amount they owe and whether they paid enough taxes in 2013. so the good and bad news about that is that is not going to affect people right away, but that also means they can put that one off for a long time and we could go --

. there is about 6% of u.s. adolescents that are clinically depressed. that's not just sad. it's in a deep state that need help of one type or another. whether it's counseling or drugs or whatever. they need some help. they're relatively easy to identify. and you can do it in a simple screening process. for very little money. we could have every kid when you get your high school physical, you also have to get checked out, or periodically before graduation. because the thing is, most depressives, kids want to -- they want help. and they will tell adults. usually the two adults they will not tell are their mom and their dad. and that's actually part of the screening protocol is that parents can't be in the room, because they will usually tell a teacher or a counselor or a family doctor. they will tell an adult, but they hide it from their parents because they're embarrassed, ashamed, all sorts of different reasons. so the parents are often blind to it because the child is sort of blocking their view. so parents have difficulty. but yeah, we can do so much. >> each one of these things seems like it

and putting it to work. the u.s. economy is simply much stronger than we thought just a few quarters ago. second, these deals show that there are ceos who are willing to give up or share their empires in order to make money for their shareholders. oh, cramer, these people are so rich. i know they're not sacrificing financially. that's not the point. the target ceos will all do well but these guys are empire builders. finally, even as the sale of the stock indicates in a symbolic way, these deals show the companies are listed -- that are listed themselves are often worth far more than they're currently trading for. that's not an aberration. it happening marketwide. think about it. we have a financial brokerage company, right, stocks and oil service company, a tech concern and an insurer's business bringing out value virtually overnight. here's the bottom line. we can be riveted and saddened by what's going on in washington or angry, the refusal of all politicians to rise above their milieu or we can be constructive and search for the opportunities that are right there in front of us, in m

of how we keep guns out of places that they are not allowed to be in this country, the u.s. congress in 1988 passed something called the undetectable firearms act. it said basically, your gun has to be detectable in an x-ray scanner. it has to have the equivalent x-ray signature of 3.7 ounces of stainless steel, even if you take out the magazine and the stock and the grips. even with those parts taken off, the remaining guts of the gun need to have a substantial metal component. so they will be seen on an x-ray machine. because of that law, we do not have fully plastic guns. that law was first passed in 1988. it was not particularly controversial. the vote in the house on that was 413 to 4. and president ronald reagan signed it. and tyranny was not unleashed upon the land. it is not controversial now that it is illegal to manufacture or sell a gun in the united states that is built to evade detection by standard means. we don't have plastic guns. we banned plastic guns. the ban has been renewed several times since. it is up for renewal again next year. when it comes up for renewal ne

the great recession with flying colors. about 30% of the dealers in the u.s. went under during the recession. isn't that extraordinary? but brunz week's dealer remained flat. they held in much better than the competition. they used the economic weakness to take share. plus the company took out $450 million in fixed costs during the downturn to come out even stronger than ever. that's the brunswick we're dealing with today. second, if higher taxes going forward mean there's slightly less demand for motorboats and fishing boats, you know what? i think that could be more than offset by the additional demand created by all those boats that sandy damaged or destroyed. and even before sandy, things were getting better for brunswick. over the last decade, the age of the average powerboat in the water has gone from 15 years old to 21 years old. wow! i thought cars at 11 years was a lot. that means there's a ton of pent-up replacement demand. we saw the same thing happen in the automobile market where the average car on the road got so old that it has led to a new surge. that's what that $15 million

susan rice, the u.s. ambassador to the united nations, withdrew her name as a possible secretary of state. hillary clinton is going to be leaving in january. she's moving on. she wanted one term and now the chairman of the senate foreign relathions committee, john kerr will be nominated. probably early in the afternoon the president will have a formal announcement asking that the senate confirm john kerry as the secretary of state. the hearings will take place in january. they would very much like to have john kerry in place as the new secretary of state around the time of the inauguration, january 20th, and they would then be able to go forward. for all practical purposes john kerry will certainly carry forward the foreign policy initiatives put forward by hillary clinton. they're on the same page on a lot of these issues but the president of the united states, as you know, carol, he determines u.s. international policy, national security, and john kerry will now have that mission. it opens up the senate seat in the state of maof massachusetts there's already been speculation th
